Here is something that might work, and I am going to give a try by next week when I get the time again.
-I use the HHC CUSTOM WEATHER setting and enter the city & country.
-I used TOTAL COMMANDER to navigate to HTCHOME folder on device.
-Locate and open HH_409_WeatherCities.
-Now you can COPY your city code from there & should be the way you need it

. (if using file explorer, just write it out and type it of course)
This is as far as I have had time for. What I would do next is...
I think there has to be another HH_409_WeatherCities folder that is the DEFAULT file for ALL the preloaded cites that you can normaly pick from.
-FIND that folder! Sorry have not had time to do that yet, but let me know where if you find it

.
-Paste or type in the line of CODE you found before in the spot where it should be. a,b,c,d,e,etc... in order.
-Reset
-If you added the new HTC server IP with pocket hosts, I think you should be in business

!
Do make a backup copy of the second HH_409_WeatherCities folder just in case you type or paste it in the wrong place or cut off another cities code line by mistake! Just name the copy different so I won't be confused.
Let me know how you get on

.
