O2 have now confirmed HSDPA coverage is 100% on all 3G areas not 40% as was originally stated. The review has been updated.

I'm wondering how O2 explain that: all the other forms of Diamond, both HTC and Operator supplied have QGPS included and tests on XDA-Devs seem to suggest a positive effect of using it.
Additionally, I can't see how an 'on-chip' model would work without the user being warned that some data usage would be needed- do O2 supply any warning about downloading the Ephemeris automatically?
Do O2 have a technical explanation of this?

QGPS is a software solution and as such uses the dedicated data channels to download the data hence the charge warning. The Qualcomm solution uses the control channels to download the data and is not charged to the user, it also only takes a fraction of the data compared to QGPS, somewhere in the region of 6Kb.
