YEs- the confusion arose because the technical specs include reference to the ATI Imageon chip which is built into the chipset.
However HTC did not wish to pay the licensing fees to ATI to use the chip, and ATI would not release the SDK without a fee. Some of the petrolheads on XDA-Devs got a bee in their bonnets about this and started a 'class action' which eventually got a response from HTC, but no real change in the functions.
All academic really because, as Boz says, apps would need to be specifically coded to use the chip to its fullest, but normal video and games work fine anyway
