Having recently re-registered so that I can see what things look like when you're not on the admin team, I think I now understand Fighard's question, this topic is displayed when you first go into the forum (regardless of which area you choose).

Therefore, yes this is a message for everyone, so that they know the Do's and Don'ts of the site before they start posting and also no you haven't done anything wrong
